BENEFITS OF THE NEW PUBLIC PROCUREMENT AND CONTRACTS LAW (LAW NO. 14.133/2021) FOR THE MANAGEMENT OF BRAZILIAN FEDERAL UNIVERSITIES: ADVANCES IN GOVERNANCE, PLANNING, AND ADMINISTRATIVE EFFICIENCY

Abstract

Law No. 14,133/2021 established a new regulatory framework for public procurement and administrative contracts in Brazil, introducing significant changes to public purchasing processes by incorporating principles related to planning, governance, risk management, transparency, and administrative efficiency. In this context, Federal Universities play a strategic role, as they conduct procurement procedures essential to teaching, research, extension, and innovation activities. This study aimed to analyze the benefits provided by the New Public Procurement and Administrative Contracts Law for the administrative management of Brazilian Federal Universities, emphasizing its impacts on procurement planning, public governance, transparency, administrative efficiency, and legal certainty. The research adopted a qualitative, descriptive, and exploratory approach based on bibliographic and documentary research, supported by current legislation, official documents, and Brazilian scientific literature on public management and government procurement. The findings indicate that Law No. 14,133/2021 strengthens institutional planning, enhances governance and control mechanisms, encourages risk management, increases transparency through the National Public Procurement Portal (PNCP), and contributes to the professionalization of public officials involved in procurement processes. However, the effective implementation of these innovations depends on continuous staff training, institutional capacity building, and the consolidation of an organizational culture focused on strategic procurement management. It is concluded that the New Public Procurement Law represents an important instrument for modernizing public procurement in Federal Universities, promoting greater efficiency, integrity, and public value generation.
