Abstract

The objective of this article is to analyze the Occupational Certification for State School Principals in the state of Minas Gerais, in accordance with SEE Resolution No. 4,782/2022 and SEE Public Notice No. 05/2022, with a focus on the presence of Black professionals in the role of school principal. This is a qualitative study that employs a documentary analysis of SEE Resolution No. 4,782/2022 and SEE Public Notice No. 05/2022 as its methodological approach. The certification process consists of a public competitive examination based on written tests and credentials for the appointment of qualified candidates, followed by an election. It therefore requires mastery of legislation and administrative, pedagogical, and personnel management aspects, as well as recognition by the school community. The results indicate that, in Minas Gerais, there is a high degree of regulatory compliance, as the state seeks to ensure the technical qualifications of school administrators. However, the continued reproduction of racial inequalities in access to leadership positions is evident. Thus, by failing to explicitly address these inequalities, the occupational certification process undermines the principle of democratic management and contributes to the continued underrepresentation of Black professionals in school leadership positions within the Minas Gerais state school system.

Adjunct Professor in the Pedagogy program at the Interdisciplinary School of Humanities (FIH) and Coordinator of the Graduate Program in Education (PPGED), both at the Federal University of the Jequitinhonha and Mucuri Valleys (UFVJM), JK Campus. Ph.D. in Education from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio, 2019) and M.A. in Education from the Catholic University of Petrópolis (UCP, 2010). She holds a specialization in Software Engineering from the Juiz de Fora Center for Higher Education (CES/JF) and in Public Education Management from the Federal University of Juiz de Fora (UFJF). She holds a teaching degree in Mathematics from the Paulistana School of Education (FAEP), a degree in Pedagogy from the ETEP University Center, and a bachelor’s degree in Data Processing from CES/JF. She has served as a coordinator and teacher in Basic Education, as well as a tutor in initial and continuing teacher training courses. She coordinated the research project “Platformization in School Management in State Education Networks in Brazil.” She is a member of the Network for Studies on the Implementation of Public Education Policies (REIPPE), the Brazilian Association of Black Researchers (ABPN), the National Association for Graduate Studies and Research in Education (ANPEd), and the National Association for Education Policy and Administration (ANPAE).
