INNOVATION LABORATORIES IN THE PUBLIC SECTOR: A STUDY OF THE PERFORMANCE OF THE (011) LAB – INNOVATION IN GOVERNMENT LABORATORY OF THE MUNICIPALITY OF SÃO PAULO

This study analyzed the performance of the São Paulo City Hall's public sector innovation laboratory, (011) Lab. The methodology used was a qualitative case study, using documentary research. The sample consisted of 26 technical-administrative staff and four managers. The results showed that Lab11, the government innovation laboratory of the São Paulo Department of Innovation and Technology, has the mission of enabling a public administration closer to the population, focusing on engaged and trained employees.The conclusion reached is that Lab11's results are significant, from the dissemination of a culture of public innovation to concrete improvements in services provided and the laboratory's ability to adapt to external challenges, such as pandemics and political changes, always seeking alternatives to maintain its activities and achieve its objectives. The study found that gaps were not fully filled. Therefore, future research suggests mapping and diagnosing the internal challenges of innovation labs, identifying strategies employed to mitigate them, measuring the public value of projects carried out by innovation labs, and investigating the role played by innovation labs in the digital transformation of the State.
