INTERNATIONAL CRIMINAL COOPERATION REGIMES AND NORMATIVE HARMONIZATION IN CONTEMPORARY EXTRADITION

The growing internationalization of crime and the strengthening of transnational relations have required the development of legal mechanisms capable of promoting cooperation among States in combating offenses that transcend territorial borders. In this context, international criminal cooperation regimes play a fundamental role in harmonizing procedures and establishing common normative standards aimed at enhancing the effectiveness of international criminal prosecution. This article analyzes the formation of international criminal cooperation regimes, examining their influence on the evolution of contemporary extradition and on the process of normative harmonization among different legal systems. A qualitative methodology was adopted, based on bibliographic and documentary research involving international treaties, multilateral instruments, and doctrinal contributions related to the subject. The findings demonstrate that international criminal cooperation has become an indispensable element in addressing transnational crime while requiring permanent compatibility with human rights and fundamental guarantees. It is concluded that the normative harmonization promoted by international regimes strengthens the effectiveness of extradition and contributes to the consolidation of international legal governance based on cooperation and the protection of human dignity.
