This article proposes the creation of an asphalt infrastructure program for the Military Police of Paraná, in cooperation with the Paraná State Department of Highways, aimed at the recovery, maintenance, and renovation of the courtyards of police units. The research is grounded in the principles of administrative cooperation, efficiency, and institutional transversality, based on Federal Law No. 14,133/2021 and State Law No. 21,352/2023. A hypothetical-deductive method was employed, with a descriptive and exploratory approach, through bibliographic research, analysis of institutional data, and a semi-structured interview with a representative of the Paraná State Department of Highways. The results indicated legal, administrative, and budgetary feasibility for the integrated execution of the works, as well as the potential to improve operational efficiency and road safety through preventive actions developed by the Military Police of Paraná as an institutional counterpart.
