Abstract

The modernization of police institutions has become a strategic necessity in response to growing demands for efficiency, transparency, and quality in the provision of public security services. In this context, Standard Operating Procedures (SOPs) constitute important management tools aimed at standardizing police actions and strengthening institutional efficiency. This study aimed to analyze the contribution of implementing Standard Operating Procedures to the modernization, standardization, and efficiency of activities carried out by the Highway Patrol Division of the Military Police of Pará (PMPA). This is a qualitative, descriptive, and exploratory study conducted through a literature review and documentary analysis. Institutional documents from the Military Police of Pará, legislation related to public security and traffic regulation, as well as scientific articles and specialized works on public management, governance, and police activity were analyzed. The results showed that the implementation of SOPs strengthens the legal security of police officers, promotes greater uniformity in operational actions, reduces procedural failures, and contributes to improving the quality of services provided to the population. It was also found that the adoption of protocols related to police checkpoints, drone operations, intervention in road blockades, combating impaired driving, and vehicle and document identification demonstrates the corporation’s alignment with contemporary principles of administrative modernization and public governance. It is concluded that Standard Operating Procedures represent strategic instruments for strengthening PMPA institutionally, contributing to operational efficiency, road safety, public order preservation, and the improvement of police performance on state highways in Pará.
