RECUPERAFONE PROGRAM: THE USE OF INTELLIGENCE AS A MECHANISM FOR EFFECTIVE ACTION – A CASE STUDY IN AMAZONAS

Abstract

The RecuperaFone Program was implemented in September 2024 by the Amazonas Public Security Secretariat (SSP-AM), uses tracking technology via IMEI to recover stolen and stolen cell phones, considering the growth of this property crime, especially in the city of Manaus. This program aims to analyze the effectiveness of this public security policy, examine the data from records of these crimes, before and after the implementation of the Program, evaluate the impact on the repression of the illicit cell phone market and the crime of reception, and analyze the institutional and social perception. The answer to this research is to verify to what extent the Program has contributed to the effectiveness of the public security policy of Amazonas during the fight against property crimes, in the production of intelligence and in the protection of the rights of victims. It adopted a mixed, qualitative-quantitative approach, with data collection instruments through documentary and bibliographic analysis collected from the official website of the Secretariat of Public Security and from the literature of the area studied, in addition to the case study with data analysis in the NIRC itself. The discussions will be made by the number of cell phone recovery, number of arrests, number of operations, number of cell phones returned to the victim, leading to the discussion of the theory of Rational Choice. This article evaluated the effectiveness of the Program in the recovery of devices, repression of illegal trade and the importance in the generation of police intelligence. Real results with a 32% drop in cell phone thefts in 2025 compared to 2024, in addition to more than 8 thousand cell phones recovered from September 2024 to May 2026.
