THE EFFECTIVENESS OF PUBLIC POLICIES TO COMBAT DOMESTIC VIOLENCE IN ANGOLA: CHALLENGES IN IMPLEMENTING LAW NO. 25/11

Abstract

This study examines the effectiveness of public policies aimed at addressing domestic violence in Angola, focusing on the implementation of Law No. 25/11. Adopting a qualitative, analytical-explanatory approach, the research is grounded in bibliographic and documentary analysis, integrating contributions from gender studies and public policy analysis. The findings reveal that while Angola possesses a robust legal framework, significant limitations persist regarding state capacity, fragile institutional coordination, and the lingering influence of patriarchal sociocultural factors. There is a noticeable disconnect between policy formulation and practical implementation, which undermines the effective protection of victims and the reduction of violence rates. The study concludes that domestic violence is a structural phenomenon; overcoming it requires consolidated and integrated public policies, institutional strengthening, and a cultural shift toward gender equality.
