Abstract

Contemporary public security faces increasingly complex challenges, especially given the structured actions of criminal organizations that operate in an articulated manner inside and outside the prison system. In this scenario, the prison environment ceases to be merely a space intended for the custody of individuals deprived of liberty and begins to play a relevant role in criminal dynamics, often functioning as a point of convergence for illicit information, decisions, and strategies.
The actions of these organizations demonstrate that the prison system is not limited to the internal control of the prison population, but is directly connected to criminal practices that extend beyond the walls of prison units. Thus, it becomes essential to understand how the information produced, collected, and shared in this environment can support qualified prevention and repression actions by public security agencies.
In this context, police intelligence assumes a strategic role, being responsible for the production of knowledge from the systematized analysis of relevant data and information. Intelligence activity is not limited to data collection, but involves structured processes of interpretation and dissemination of information that assist in decision-making, allowing for the anticipation of threats and guiding more effective interventions.
However, the effectiveness of police intelligence is directly related to the quality and circulation of available information. Within the prison system, information flows may present limitations resulting from structural, organizational, and cultural factors, which impacts the ability to identify risks and prevent crimes, both inside the units and in the external environment.
Given this scenario, the need arises to analyze how the management of information flows in the prison system influences the performance of police intelligence, especially with regard to the prevention of crimes both inside and outside prisons. Understanding this relationship makes it possible to identify weaknesses and strengths in the process of producing intelligence knowledge, contributing to the improvement of institutional practices.
The general objective of this work is to analyze the influence of information flows in the prison system on the performance of police intelligence in crime prevention. As specific objectives, this study seeks to examine the fundamentals of police intelligence, understand the informational dynamics in the prison environment, identify the main obstacles to the circulation of information, and evaluate the contribution of information management to the anticipation of criminal practices.
The research will be developed through a literature review, based on works, scientific articles, and institutional documents related to the topic, allowing the construction of a consistent theoretical framework aligned with academic requirements. The choice of this method allows for the critical analysis of different perspectives on the subject, contributing to the systematization of existing knowledge.
Finally, it is worth highlighting that the study is justified by the relevance of the topic in the context of public security, especially given the need for integration between the bodies responsible for prison management and intelligence activity. The production of knowledge about informational flows in this environment can contribute to strengthening crime prevention strategies and developing more effective public policies.
