Abstract

This paper aims to explain, in the most concise way possible, what ethics in public service is. It will examine the foundations that gave rise to the Code of Ethics for Federal Public Servants, Decree No. 1,171, of June 22, 1994, the historical context of its creation, and its essential basis. We will also analyze the concept of public servant, exploring the meaning of the ethical and moral values that should always be applied to public service in general, and the legal principles of legality, impartiality, morality, publicity, and efficiency, which must be followed by all its employees. Based on these concepts, a brief reflection on the subject will be presented at the end.
