ADMINISTRATIVE CONTRACTS IN THE DIGITAL AGE: INNOVATIONS OF LAW 14.133/2021 AND ITS IMPACTS ON MUNICIPAL PUBLIC MANAGEMENT

This article analyzes the innovations of Law No. 14.133/2021, the new legal framework for public procurement and administrative contracts in Brazil. The legislation seeks greater efficiency, transparency, legal certainty, and alignment with the digital age in public procurement. The study examines how the digital transformation of public management influences the application of the law, especially through electronic platforms such as the National Public Procurement Portal (PNCP), and the modernization of processes. Among the advances, the simplification of bidding procedures, the introduction of new modalities such as competitive dialogue, and the increased value placed on integrated contracting stand out. It also addresses changes in administrative contracts, emphasizing the flexibility of clauses, revision and termination in exceptional cases, and the increased use of digital means in execution. Through qualitative and critical analysis, the article discusses the impacts of these innovations on municipal public management, considering efficiency in the execution of works and services, cost reduction, strengthening of governance, and adaptation challenges. The aim is, therefore, to contribute to the understanding of the transformations brought about by Law No. 14.133/2021, highlighting its practical repercussions and the importance of a more modern, digital, and effective municipal public management.
