ABSTRACT: This article aims to analyze the challenges for the effective implementation of legal mechanisms for the protection of victims of domestic and family violence in Brazil. Initially, the historical-legislative evolution of women's rights is examined, showing how national regulations, for decades, institutionalized gender discrimination. In this context, it should be noted that the Maria da Penha Law (Law No. 11.340/2006) and the Anti-Femicide Package (Law No. 14.994/2024) represent fundamental milestones in the Brazilian legal system. In addition, the study details the forms of violence described in Law No. 11.340/2006 and the characterizing elements of femicide, highlighting the complexity of the phenomenon. It also addresses the emergency protective measures, which are an important instrument to safeguard the physical, psychological and patrimonial integrity of the victims. In addition, recent data are presented that demonstrate the persistence of high rates of lethal violence against women in the country. It is concluded that the effectiveness of norms to combat gender violence depends on the strengthening of public policies to support victims, as well as the adoption of preventive actions capable of addressing the sociocultural bases that sustain it. The methodology used was qualitative bibliographic research, consulting doctrines, scientific articles, legislation, and reports relevant to the topic.
