THE MEETING IN THE SHADOWS: THE GAÚCHO PRISON SYSTEM, AN INSIDE-OUT LOOK
Abstract
The prison system in Rio Grande do Sul is undergoing an unprecedented structural and identity transformation in its century-long history. This technical report, prepared from an analytical and profoundly human perspective, aims to unveil the layers that make up the daily life of the state's prison units, transcending the simplistic view of prison as a mere repository for individuals. The institutional transition from the Superintendency of Penitentiary Services (Susepe) to the Penitentiary Police, recently consolidated, represents not only a change in nomenclature or uniforms, but a strategic repositioning of the State in the face of the challenges of public security and fundamental rights. The purpose of this document is to offer a binocular view: on one hand, the experience of men and women serving prison sentences, marked by overcrowding, the influence of internal support networks, and the desire for resocialization; on the other hand, the routine of officers who operate on the front lines, dealing with critical levels of stress, danger, and the pursuit of professional recognition. Over seven chapters, we will explore the physical, psychological, and social mechanisms that drive the system, grounding our analysis in robust data from INFOPEN-RS and in substantial academic research that maps the health of public servants and the governance of factions. This is an invitation to understand a complex ecosystem where state control and human subjectivities engage in a daily struggle for the meaning of justice and social reintegration.Downloads
