GUARANTEE OF COMPREHENSIVE PROTECTION FOR CHILDREN AND ADOLESCENTS: ANALYSIS OF THE EFFECTIVENESS OF RECEPTION POLICIES IN THE MUNICIPALITY OF SALGUEIRO/PE

This book analyzed the effectiveness of public institutional reception policies aimed at ensuring the comprehensive protection of children and adolescents in the municipality of Salgueiro, Pernambuco, Brazil. The study was based on the premise that comprehensive protection constitutes a fundamental right established by the 1988 Federal Constitution and regulated by the Child and Adolescent Statute (ECA), with institutional reception being an exceptional and temporary measure designed to safeguard children’s and adolescents’ rights. A qualitative methodological approach was adopted, based on bibliographic and documentary research, through the analysis of judicial proceedings and data collected from the local protection network. The results reveal weaknesses in the intersectoral coordination among responsible institutions, highlighting factors that undermine the effectiveness of reception actions. The study also identified the need to strengthen local public policies and to enhance the municipal government’s commitment to implementing measures that ensure the protective and humanized nature of institutional reception. It concludes that, despite normative progress, challenges persist in realizing the principle of comprehensive protection, making it essential to improve child and youth care policies within the municipality.
