THE CHALLENGES OF IMPLEMENTING THE DETAILED INCIDENT REPORT (TCO) BY THE POLÍCIA MILITAR DO AMAZONAS: A LEGAL AND OPERATIONAL ANALYSIS

This study analyzes the legal and operational challenges related to the implementation of the Termo Circunstanciado de Ocorrência (TCO), a simplified police report for minor criminal offenses, by the Amazonas Military Police (PMAM). The research is based on bibliographic review, normative analysis, and recent rulings of the Brazilian Supreme Federal Court, especially ADI No. 5,637 and Theme No. 1,144 of General Repercussion, which consolidated the constitutionality of drafting TCOs by ostensive police forces under the principle of administrative efficiency. From an operational perspective, the study highlights the geographical characteristics of the Amazon region, connectivity limitations, and technological infrastructure deficiencies as major obstacles to the full execution of the complete police cycle. The research concludes that, despite solid legal support, the effectiveness of the TCO within the PMAM depends on structural investments, institutional integration, and continuous technical training of personnel.
