COMPARATIVE ANALYSIS OF THE GOALS OF THE HIPERDIA PROGRAM AND THE FULFILLMENT OF THE 2030 OBJECTIVES IN THE CONTROL OF HYPERTENSION AND DIABETES: A DATA-BASED APPROACH

Objective: To comparatively analyze the goals of the National Program for Hypertension and Diabetes Mellitus (HIPERDIA) with the Sustainable Development Goals (SDGs) of the 2030 Agenda, evaluating compliance with guidelines for controlling these non-communicable chronic diseases in Brazil. Methodology: Analytical-comparative study based on systematic review of epidemiological data, official documents and national scientific literature on HIPERDIA and SDG-3 targets. Prevalence indicators, care coverage and program effectiveness between 2001-2024 were analyzed, comparing them with the targets established for 2030. Results: HIPERDIA demonstrated positive evolution in care coverage, increasing from 373,000 registered in 2002 to more than 10 million in 2024. However, hypertension prevalence increased from 22.6% (2006) to 26.3% (2021), and diabetes from 5.5% to 10.2% (2023), indicating misalignment with SDG targets for 25% reduction in NCD mortality by 2030. Conclusion: Despite organizational advances of HIPERDIA, Brazil faces significant challenges to achieve the 2030 Agenda targets, requiring strategic reformulations that integrate primary prevention, social health determinants and innovative technologies in hypertension and diabetes control.
