This work demonstrates that special education is essential for students with special needs who cannot be included in regular education, whether due to aggression, severely compromised cognitive function, lack of defensive reactions, lack of danger awareness, or other factors. Some students, when stimulated, manage to overcome some of these pre-existing barriers. The earlier a student is integrated into the special education environment, the better their response will be when included in a regular school. Depending on the severity of the condition or syndrome, many students have a positive response and overcome the challenges of special education, being included in regular education, but continue to receive support from both the regular education resource room and supplementary services at the Special Education Center. Therefore, the title is "Special Education and Inclusive Education" because they complement each other, as one is a continuation of the other.
