PROPOSAL FOR POLICING IN A HIGH-CRIME AREA IN MANAUS: A COMPARISON WITH THE MODELS OF RIO DE JANEIRO AND MEDELLIN

This article proposes an analysis of the implementation of advanced policing bases, inspired by the model of the Pacifying Police Units (UPP) of Rio de Janeiro and the social urbanism interventions of Medellín, as a strategy to confront the expansion of organized crime and the persistence of criminal hotspots in Manaus, Amazonas. Starting from the observation of the fragility of the state presence in urban peripheries dominated by factions, the study justifies the proposal by the need to regain territorial control, reduce violent crimes, and promote sustainable public security. Through a qualitative methodology, which includes case study analysis and bibliographic review, the article explores the theoretical foundations of community policing, defensible space, and social disorganization. It concludes that the effectiveness of such a model in Manaus is conditioned by its integration with multi-sectoral social policies, specialized training of security forces, and adaptation to the socio-spatial particularities of the city, overcoming the mere logic of repressive occupation and promoting lasting social pacification.
