This study examines the importance of implementing Community Security Councils (CONSEGs) by the Military Police of Amazonas (PMAM) as a strategic mechanism to strengthen community policing in the state. Based on the understanding that CONSEGs are democratic forums for citizen participation, designed to promote interaction between local communities and public security institutions, the research discusses how these councils can contribute to crime prevention and enhance police–community relations. This qualitative, literature-based study reveals that the absence of structured community engagement mechanisms in Amazonas hinders the consolidation of proximity policing practices. The analysis shows that the participation of residents, community leaders, business owners, and security representatives within CONSEGs facilitates the identification of local security demands, the development of preventive actions, and the establishment of mutual trust. The study concludes that implementing CONSEGs is essential for improving public safety in Amazonas, promoting cooperation, transparency, and greater effectiveness in community-based policing initiatives.
