Abstract

This study presents a narrative literature review on access to dental services within the Brazilian Unified Health System between 2015 and 2024. The analysis shows that, despite advances promoted by the National Oral Health Policy, significant barriers remain, including regional inequalities, socioeconomic disparities, infrastructure limitations, and insufficient funding. The COVID-19 pandemic further intensified these challenges by reducing service availability and increasing unmet demand. The findings indicate that improving access requires sustained investment, strengthening of Primary Health Care, and effective integration across levels of care to ensure equitable and comprehensive oral health services.
