The Unified Health System (SUS) is one of the largest public health policies in the world, organized into levels of care that structure care according to the needs of the population. Primary Health Care (PHC), considered the gateway to the system, is capable of resolving a large part of the demands, but still presents low user adherence, which contributes to the overcrowding of emergency care units. Given this reality, this study aims to list the barriers faced by SUS users and propose actions that favor access and value PHC services. This is an integrative literature review, based on publications between 2020 and November 2025, obtained from scientific sources, carried out from the analysis of eleven (11) published articles to answer the following categories: Category 1: factors influencing low concentration in PHC; Category 2: proposals for actions to increase awareness and accessibility.
