This study analyzes the effectiveness of protective measures of urgency in combating domestic violence against women, based on the Maria da Penha Law (Law No. 11,340/2006). The research, of a qualitative nature, is based on the bibliographic review, the analysis of secondary data from agencies such as the Brazilian Forum of Public Security and the National Council of Justice, and the interpretation of legal frameworks. The results indicate that, although protective measures represent a fundamental legal advance, their practical effectiveness is compromised by structural obstacles, such as the delay in granting and implementing the measures, inadequate oversight, the scarcity of resources of support networks and the perpetuation of a patriarchal culture that naturalizes violence. It is concluded that the mere legal provision is insufficient to guarantee the safety of victims, being essential the integrated and efficient action of the justice system, public security and social and psychological assistance services to transform formal protection into real and concrete security.
