This article aims to deepen the discussion about the relevance of public policies for the development and strengthening of Brazilian microenterprises. Based on a systematic literature review, it sought to understand how state actions, programs, and legislation can positively impact the entrepreneurial environment, promoting productive inclusion, income generation, and sustainable economic growth. The analysis shows that, although there have been advances in terms of formalization and credit support, challenges remain, such as the discontinuity of policies, the scarcity of managerial training, and the lack of incentives for innovation. The relevance of public policies becomes especially important in the face of crises, such as the Covid-19 pandemic, showing that an active state presence is essential for the survival and recovery of small businesses.
