Abstract

The sanction of Law No. 14.899/2024 represents an important milestone in the restructuring of public policies to combat violence against women in Brazil, by proposing mechanisms for interfederative coordination between the federal government, states, and municipalities. This article analyzes the advances and challenges of implementing this legislation in light of cooperative federalism, with a special focus on the reality of the internalization of public policies, using the Sertão do Araripe region as an illustrative case. Based on a literature review grounded in studies on gender policies, federal governance, and territorial inequalities, the text discusses the structural limitations faced by inland municipalities, such as the lack of specialized centers, a precarious protection network, and poor institutional coordination. It concludes that the effectiveness of the new law depends on the ability to overcome these regional asymmetries and strengthen local networks through adequate funding, technical training, and intergovernmental dialogue. In this scenario, the Araripe backlands emerge as a territory that synthesizes the main obstacles and possibilities for a more just, decentralized public policy that is sensitive to local realities.
