PUBLIC MANAGEMENT AND THE QUALITY OF BASIC EDUCATION IN THE MUNICIPALITY OF SÃO FRANCISCO DO GUAPORÉ, RO

This study investigates how public management contributes to the quality of basic education in São Francisco do Guaporé, Rondônia. It seeks to evaluate the effectiveness of implemented public policies, compare data from the Basic Education Development Index (IDEB) with other relevant information, and analyze the relationship between public management and educational outcomes in the municipality. The research adopts a qualitative approach, focusing on the analysis of documents, especially the Municipal Education Plan (PME), which was established by Municipal Law No. 1,237/2015. IDEB data, municipal school revitalization initiatives, the structure of the local school network (including the Association of Parents and Friends of Special Needs (APAE), the State Center for Youth and Adult Education (CEEJA), and the Agricultural Family School) were also considered, and the use of technologies, such as the platform of the Municipal Department of Education of São Francisco do Guaporé (SEMEC SÃO FRANCISCO DO GUAPORÉ). The results indicate significant progress in the modernization of school infrastructure and the implementation of technological management tools, such as the SEMEC SÃO FRANCISCO DO GUAPORÉ platform. However, persistent challenges were identified, notably the stagnation of IDEB results for the final years of elementary school, the need to strengthen ongoing teacher training, and improve pedagogical monitoring in schools. The relevance of this study lies in providing support for administrators and educators, offering clear guidelines for future interventions and the continuous improvement of educational policies, aiming to positively impact planning and practices in the municipality and in localities with similar characteristics.
