ANTI-DUMPING MEASURES AND THE RESIN INDUSTRY: A STUDY ON PROTECTION AND BALANCE IN GLOBAL TRADE

This article sought to discuss the complex relationship between free trade and anti-dumping measures, focusing on the implications of these practices for strategic sectors such as thermoplastic resins, especially polypropylene (PP) and suspended polyvinyl chloride (PVC-S). The methodology adopted was based on a qualitative approach, through documentary analysis of trade disputes, notably between China and the United States, as well as episodes involving the Brazilian market. The results indicate that although free trade generates significant economic gains, it also exposes economies to unfair pricing practices, such as dumping, which require corrective measures. The study shows that anti-dumping measures, when well-founded and transparent, function as legitimate trade defense instruments, protecting the local industry without contradicting the principles of the World Trade Organization. It concludes that the main challenge lies in striking a balance: fair conditions of competition must be ensured, without making access to strategic inputs unfeasible or introducing protectionist practices. International cooperation and technical rigor in investigations appear to be key elements for such measures to strengthen more stable, fair and sustainable global trade.
