ANALYSIS OF DEMAND FOR RURAL PROPERTIES FOR ENVIRONMENTAL REGULARIZATION THROUGH THE RURAL-CAR ENVIRONMENTAL REGISTRATION IN THE MUNICIPALITY OF LÁBREA AMAZONAS

This article addresses the implementation of the Rural Environmental Registry (CAR) in the municipality of Lábrea, Amazonas, focusing on the spatial dispersion of rural properties and the challenges for environmental regularization. The CAR, established by Law No. 12,651/2012, aims to control deforestation, conserve biodiversity, and regularize rural properties, as well as providing access to benefits such as rural credit and tax exemptions. However, the implementation of CAR faces difficulties in regions of the Legal Amazon, particularly due to limited infrastructure and the challenging access to information in remote areas, as is the case in Lábrea. The research revealed the existence of 2,543 rural properties in the municipality, using Geographic Information System (GIS) to map the spatial dispersion of the properties. The results indicated that 43% of the properties are located within the Médio Purus Extractive Reserve, while 21% are situated near the municipal headquarters. Based on the analysis, it is suggested to implement a pilot environmental regularization program in areas with a higher concentration of rural properties, with the support of the Instituto Federal do Amazonas (IFAM). Although the CAR offers significant benefits for sustainable development, such as promoting sustainability and the environmental valuation of properties, its effective implementation faces obstacles such as lack of connectivity and infrastructure in the region. The regularization of properties can contribute to the sustainable management of natural resources, increase the competitiveness of local products, and strengthen the legal security of producers. The article emphasizes the importance of capacity-building and technical assistance to overcome these challenges and achieve environmental goals, promoting the sustainable development of the region.
