THE EFFICACY OF SOCIO-EDUCATIONAL MEASURES APPLIED TO YOUNG OFFENDERS IN BRAZIL

This study addresses the effectiveness of socio-educational measures applied to juvenile offenders in Brazil, a topic of great legal and social relevance. The Statute of Children and Adolescents (ECA), in line with the principles of the Federal Constitution of 1988, establishes a set of measures aimed at the rehabilitation and social reintegration of adolescents in conflict with the law. Among the measures provided for are warnings, community service, supervised release, semi-liberty and internment. The general objective of this study is to analyze the effectiveness of these measures, considering the recidivism rate, the effectiveness of social reintegration and the quality of the public policies involved. The central problem lies in the difficulty of ensuring that such measures are effective in the rehabilitation of adolescents, given the precarious structure of internment units, the lack of education and professionalization programs and the social stigma that hinders the reintegration of young people into the job market and the community. The research adopts a legal methodology based on bibliographic review, with an explanatory focus, aiming to understand the effectiveness of public policies and the challenges faced in the implementation of socio-educational measures. The results indicate that, despite legislative advances, there is an urgent need for structural and strategic improvements so that socio-educational measures fulfill their role of resocialization efficiently.
