ANALYSIS OF LEGAL PROCEDURES FOR IMPORT CONSENT IN BRAZIL: CHALLENGES AND PERSPECTIVES

This article analyzed the challenges faced by importers in Brazil regarding approval processes, aiming to propose solutions that improve the efficiency of these procedures, optimizing international trade and the competitiveness of companies. The research used a qualitative approach and a case study, focusing on the detailed analysis of a specific import process. Through this analysis, significant obstacles were identified, such as bureaucratic complexity and barriers to obtaining approvals from regulatory agencies. One of the main challenges was the approval process conducted by IBAMA, which caused delays in customs clearance due to the requirement for physical inspection and the long storage period. In contrast, the approval process by MAPA, conducted through the Single Portal, proved to be more agile and efficient. The study emphasized the importance of careful planning and compliance with regulatory standards to avoid extra costs and delays. The research concluded that, although approval is essential to ensure safety in imports, bureaucracy and the lack of integration between the involved agencies represent considerable obstacles. The modernization of the approval system, with the expansion of the Single Portal, digitalization of processes, simplification of regulations, and greater collaboration between the public and private sectors, is seen as an urgent need to increase Brazil’s efficiency and competitiveness in global trade.
