This study investigated how people management can be used effectively for leadership development in public institutions. The overall objective was to analyze people management practices aimed at leadership development, identifying their contributions to improving public management. The research adopted a qualitative approach and was exclusively bibliographic in nature, using articles, books, and dissertations for data collection. The analysis revealed that, although public institutions face significant challenges, such as scarcity of resources, bureaucracy, and resistance to change, people management plays a crucial role in leadership development. The research also identified that digital transformation emerges as a promising tool for the continuous training of leaders, although cultural resistance to change remains a considerable obstacle. The results highlighted the importance of customizing leadership development programs so that they meet the specific needs of each public institution. In addition, it was shown that continuity in training programs and the use of digital technologies can enhance the development of leadership skills. The final considerations indicated that, despite the challenges, it is possible to promote significant improvements in leadership training in public institutions, with the implementation of strategies that are more aligned with organizational realities. It is recommended that further studies be carried out on the effectiveness of digital technologies in the leadership development process.
