Abstract

Movements against mandatory vaccination have emerged in Brazil, prompting the Supreme Federal Court (STF) to adopt restrictive measures. However, 19 municipalities in Santa Catarina and the governor of Minas Gerais, Romeu Zema, challenged these decisions, resulting in actions by ministers Cristiano Zanin and Alexandre de Morais. This study investigates the motivations of both sides, checks conformity with the Federal Constitution, identifies underlying philosophies, and seeks a fair conciliation. It concludes that both parties acted within the law. To ensure national security without creating social ruptures that could trigger militant movements, the best approach is to avoid restrictive measures against those who refuse vaccination. Instead, it is recommended to invest in awareness campaigns and dialogue with the population.
