EDUCATION IN THE PRISON SYSTEM OF THE STATE OF PARANÁ: RIGHT OR PRIVILEGE?

This article raises questions about the provision of Education in the Prison System of the State of Paraná, to be discussed in the light of Human Rights, Education and Citizenship. For this discussion, data from the Paraná Penitentiary Department - DEPENPR (2022) is considered, which reveal that 13,890 people in prison were not, in 2022, included in schooling in the context of the Paraná Prison System, which presupposes violations regarding Rights to Education, Human Rights and also Citizenship. Thus, this article has the analytical objective of triggering the provision of education in the prison system of Paraná. The research methodology is organized into two chapters, based on the methodological procedure of bibliographical review, with authors who elucidate the authors' reflections on Education as a Right for prisoners and not a privilege to be granted to them. To theoretically support this discussion, it is important to bring up the contributions of Anísio Teixeira (1956), from the work called “Education is not a privilege” and how this assertion is understood here in the space of prison education in the state of Paraná, when considering the legal assumptions of rights. Based on the above, it is worth stating, finally, that all subjects who have not completed Basic Education, according to LDBN (Brazil, 1996) at their appropriate age, are citizens of the same status who seek to exercise citizenship through the Right to Education, which includes those who are deprived of liberty in the state of Paraná.
