Environmental public policies are state commitments that transcend government actions, given that the ecological crisis covers the global scale and at the macroeconomic level. Otherwise, the management of natural resources, the fight against climate change, the commitment to sustainable cities, among others, demands from public administration policies and financial allocation. Furthermore, the Federal Constitution of 1988, in a careful manner, placed the protection of the environment as a fundamental and essential right for human beings, in an ecologically balanced way and for common use. Consequently, it is up to the public authorities to promote and expand public environmental policies, including for those private spaces with relevant natural characteristics, whether due to biodiversity or the water sources there. In this panorama, the objective of this article is to theoretically explore the creation of a Private Natural Heritage Reserve (RPPN), in the State of Paraná, as a public environmental policy. The research methodology used is bibliographic review, together with the exposure of data obtained from official bodies. The importance of the writing is due both to the scarce existence of this type of Conservation Unit (CU), and to the fact that they promote the conservation of regional native vegetation.
