The situation of education in Brazil has been the subject of discussion over time, with significant advances in the last decades of the 20th century. However, despite efforts to combat illiteracy and improve education, the challenge is still present at the beginning of the 21st century, both in Brazil and around the world. One third of the global population is illiterate, and in developing countries this rate can reach more than half of the population. In the Brazilian context, illiteracy is a problem that has accompanied the country since its beginnings, lasting throughout its history of more than 500 years. The spread of literacy in Brazil occurred gradually during the 20th century, following the slow development of the public education system. It was only from 1947, with the implementation of the Adult Education Service of the Ministry of Education and the beginning of the Adolescent and Adult Education Campaign, that the first public policies were established to instruct young people and adults (DINIZ; MACHADO; MOURA , 2014).
