Abstract

The present work aims to carry out an analysis of the legality of inducing reproductive cycles in commercial kennel animals, as well as the issue of animal abuse, gathering and presenting the existing legislation in force in the country with the aim of providing protection legal for animals. Based on the analysis of the most important laws on the subject, the change in society's mentality regarding animals is demonstrated, and the consequent evolution over time of the legislation provided for them. It also highlights the need to impose stricter penalties for certain criminal practices, in addition to monitoring carried out with greater efficiency, so that there is, in a truthful way, protection for those who cannot speak. Furthermore, in the legislation there is a large gap, as there is no national law that regulates the parameters that must be observed by breeders of purebred dogs or cats, as well as for the breeding and sale of puppies. However, the population itself, with protectionist social movements active through the internet and social networks, has disseminated knowledge and alerted everyone about kennels, which has generated a significant increase in the number of complaints, filling the legislative gap. The techniques used for data collection in this research and analysis were the bibliographic review, the collection of doctrines and laws. Finally, it is concluded that clandestine kennels are a problem in Brazilian society, but that they can be combated through public awareness.
