INTEGRATION STRATEGIES BETWEEN BOLSA FAMÍLIA AND THE FAMILY HEALTH PROGRAM IN THE MUNICIPALITY OF PEDRA BRANCA-PB

An important milestone in the history of Brazil is the enactment of the 1988 Constitution, which allowed the implementation of social public policies with the permanent reduction of poverty in the country. The Bolsa Família Program, one of these policies, is organized by the Ministry of Social Development linked to states and municipalities, where city halls are responsible for monitoring the conditionalities that must be fulfilled by families. Many municipalities in Paraíba suffer from a lack of public investment and actions that solve the population's problems. Among them, Pedra Branca, the target of this study, is a municipality where the HDI is 0.6, according to the IBGE and public assistance is limited due to the degraded resources that reach the SUS user. The aim of this study was to profile the municipality of Pedra Branca, Paraíba, in terms of the application and effectiveness of the Family Health and Bolsa Família Programs. It is a documentary bibliographic study with a descriptive approach, carried out in academic texts – books, articles, documents – and state virtual pages. It resulted in the Social Characterization of the Health System, Public Policies and Social Programs in the Municipality of Pedra Branca. It can be seen from the results that a large part of the population of Pedra Branca benefits from the Bolsa Família program. Federal transfers increased year after year, proportionally to the growth of the Municipal Participation Fund (FPM), as well as to the number of families benefited. Another benefit is the permanence of school-age children in school; mandatory for the family to benefit from the program. But, despite the increase in the FPM and federal funds for specific programs and projects, it is noted that there has not been an increase in the same proportion of improvements in the Health sector of the Municipality with regard to equipment and an increase in the number of health professionals, although the numbers raised are considered satisfactory.
