Research on public policies applied to basic education required an in-depth analysis of educational progress in Brazil since the time of colonization, highlighting both advances and setbacks in the teaching process. In addition, it was necessary to describe the origin of the State and its historical evolution, as well as to define public educational policies. The main objective of the study was to investigate whether public policies aimed at basic education are managing to promote quality in basic education, based on an exploratory research with data collection in books, magazines and other articles published on the subject. Data treatment began with the selection and reading of works, interpretation of texts and presentation of critical analysis. The study revealed that despite the public policies applied to education that have been implemented since the Brazilian colonization, it still has not achieved a quality teaching in basic education. It was concluded, therefore, that although the enactment of the Federal Constitution of 1988, the Law of Guidelines and Bases of National Education (LDB) 9394/96 and the National Common Curricular Base (BNCC) have presented proposals aimed at promoting quality education, there is a need for greater discussion involving school actors and more participatory and democratic decision-making.
