UMA ANÁLISE SOCIOJURÍDICA SOBRE PERTENCIMENTO, VIOLÊNCIA, DESIGUALDADE E DEVER ESTATAL DE PROTEÇÃO

This article analyzes, from historical, sociological and legal-institutional perspectives, similarities and differences between the symbolic attraction of historical cangaço and contemporary mechanisms of recruitment and belonging used by criminal factions among vulnerable youth in Northeastern Brazil. The comparison does not posit direct historical continuity. It focuses on how armed groups can convert violence into status, protection, income, identity and recognition where public institutions are weak, discontinuous or mainly repressive. Based on constitutional duties of comprehensive protection, the study argues for a combined strategy of qualified law enforcement against criminal structures and territorial social prevention, including education, employment, protection of threatened youth, mental health, culture, sports, urban policy, prison and juvenile justice reform, and evidence-based intersectoral governance.
