THE GAP BETWEEN NORM AND PRACTICE: FOUNDATIONS AND CHALLENGES OF INTERDISCIPLINARY WORK

This article aims to analyze the foundations and main challenges of interdisciplinary work in the context of Brazilian socio-educational units, in light of the normative framework represented by the Statute of the Child and Adolescent (ECA) and the National System of Socio-educational Care (SINASE). The qualitative research was developed through bibliographic and documentary review, based on authors and studies published between 2008 and 2024, encompassing legislation, institutional reports, and academic productions. The data analysis reveals a significant gap between legal norms and institutional praxis, marked by fragmentation of the work of technical teams, a punitive culture, the judicialization of pedagogical practices, and precarious working conditions. It was identified that interdisciplinarity, although foreseen as a structuring axis of care, is still configured as a sporadic and unconsolidated practice, compromising the development of Individual Care Plans (PIAs) and the construction of consistent life projects for adolescents serving sentences. Intersectoral coordination among justice, health, education, and social assistance institutions also proved deficient, negatively affecting the processes of resocialization and community reintegration. It is concluded that the effective implementation of interdisciplinarity depends on concrete institutional conditions, ongoing training of teams, and overcoming still-prevailing disciplinary paradigms. This study contributes to the academic and institutional debate on the qualification of socio-educational practices and suggests the strengthening of integrated, humanized public policies committed to human rights and youth empowerment.
