Abstract

The PREVENIR System, developed by the Military Fire Department of the State of Tocantins, is a digital platform that aims to modernize and streamline processes related to fire and panic safety in buildings. Through the system, technical managers and property owners can request inspections, monitor the progress of analyses, and receive guidance entirely digitally. This model breaks with the traditional in-person approach, characterized by long lines, delays, and slow document processing. PREVENIR enables greater process control and integrates various departments of the corporation, promoting transparency, efficiency, and legal certainty. Since its official implementation, the system has been used as a direct channel between citizens and the Fire Department, enabling online service, digital document submission, and real-time monitoring of property regularization requests with the CBMTO. The system was established by State Law No. 3,798, of July 13, 2021, and came into effect in the second half of 2022. It is linked to the regulations of NT 32, which regulates the Simplified Technical Process. This standardization was essential to consolidate the system's use as an official instrument for processing regularization requests with the Fire Department. PREVENIR not only standardized procedures but also provided greater autonomy to technical managers, who now have access to digital monitoring of all stages of the process. The innovation was adopted to reduce bureaucracy, eliminate errors resulting from manual processes, and promote greater fluidity in service delivery, directly impacting the quality of service provided and the speed of institutional responses. Before the system's implementation, procedures were carried out in person, requiring travel, queues, and waiting times for service. Documents were physically delivered to the office, analyzed manually, and certificates or guidance were issued on paper. This structure resulted in delays, loss, and greater difficulty in monitoring deadlines and requirements. The implementation of PREVENIR brought significant improvements in this scenario. Digitization enabled the centralization of information, remote access to processes, and more efficient communication between technical managers and the Fire Department. This change reflects a process of modernizing public management, aligned with administrative efficiency guidelines and the technological needs of today's society. In addition to providing greater agility, the PREVENIR System promotes integration between different sectors of the institution, with direct communication between protocol, technical analysis, inspection, and document issuance. The system also proves adaptable, with technical support and constant updates carried out by the CBMTO technology team. It should also be noted that Tocantins is not the only state to use systems with this name or function, demonstrating a national trend toward computerization of fire safety services. However, each state structures its own regulatory framework and operating system. Therefore, analyzing PREVENIR's operation in Tocantins is essential to identify its strengths and limitations within the local context.
