The creation of Councils in the area of Public Security reflected the demand for participation in public policies in opposition to the centralizing bureaucratic State. The institutionalization of these Councils represents a change in the way Public Security is managed by defining spaces for dialogue with society and the confrontation of opinions. Therefore, this research aims to analyze social participation in the process of institutionalization of the Public Security Council of Alagoas. To this end, evaluation criteria will be used that seek to expose its essential principles and some variables that can influence the quality of participatory forums. The methodology used is configured as a descriptive case study with a qualitative approach. The results observed demonstrate that the implementation of the Council, despite creating a space for deliberation, restricts the equal participation of society and the inclusion of its demands in discussions about public security in Alagoas.
