USO DE PROMPT COMO HERRAMIENTA PARA APOYAR LA PRESENTACIÓN DE PROYECTOS DE SUBSIDIOS ECONÓMICOS PARA EMPRESAS BRASILEÑAS

Resumen

Public policies that promote technological innovation play a relevant role in reducing the risks and costs associated with the innovation process, contributing to the strengthening of the national innovation ecosystem. In this context, the FINEP Mais Inovação Program operates in alignment with the guidelines of the New Industrial Policy by supporting innovative projects. This study analyzed the partial results of ten program calls for proposals up to September 2024, aiming to identify in which elimination stage companies faced greater difficulties: Eligibility Screening or Merit Analysis. The results indicated that eight of the ten calls presented disqualification rates above 30% during the Eligibility stage, particularly in the Bioeconomy and Urban Mobility lines, as well as high percentages in Sustainable Aviation, Health/Company, and Waste, Sanitation and Housing. The main factors associated with these results include documentation inconsistencies, bureaucratic barriers, and insufficient financial capacity to meet the required counterpart funding, especially among small and medium-sized enterprises. As a mitigation strategy, a prompt to support proposal submission was developed to validate key information, documentation, and financial capacity, presenting positive preliminary results in a simulated Generative Artificial Intelligence environment.
