The implementation of an effective policy, which encourages service efficiency and considers the social benefits of sanitation actions and the interrelationship with other areas, require municipalities and states to generate reliable information and technical capacity. There is, for example, no integrated information system on sanitation, as well as a monitoring and evaluation methodology, which would make it possible to relate, at local, regional and national levels, sanitation issues with those of public health, environment and housing, leaving exposed to the precariousness of the existing basic sanitation policy.
