REDUCING GREENHOUSE GAS EMISSIONS FROM DEFORESTATION AND FOREST DEGRADATION (REDD+) ON AMAZONAS STATE´S LAW 4.266/2015 AND UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE

Public International Law has intensified discussions about the management and use of natural resources, especially those that cause climate changes. In this scenery, Brazil sanctioned the National Climate Change Policy Law and ratified the Paris Agreement (COP-21), demonstrating its commitment to the search for climate damage mitigation. Nevertheless, the State of Amazonas issued Law n°. 4.266/15 and created the REDD+ Subprogram in order to compensate for profits due to avoided deforestation. The objective of this article is to analyze the compatibility of this state sub-programme with Law n°. 12.187 and the Paris Agreement. The methodological procedure consists of bibliographical and comparative research with the Laws object of text. It is concluded that the REDD+ Subprogramme represents a great advance in the fight against deforestation and is in line with the Framework Convention and National Law.
