This article seeks to analyze processes that involve diplomacy, international cooperation, and public policies from the moment they become tools that favor educational development. For that, it starts with a comparison between the forms of cooperation in the international system, its operationalization among state actors and the engagement with globalization. Thus, aiming to understand the importance of changing the concept of cooperation for public policy and the development of education. Particularly, the operationalization of cooperation in International Relations and federative diplomacy as a paradiplomatic cooperative phenomenon are analyzed. To this end, the exploratory qualitative method is used to better explain the arguments. The analysis made in this article is intended to contribute to the epistemologies on international cooperation, in addition to putting into practice the South-South and North-South relationship.
