HEALTH AS A RIGHT OR AS A BENEFIT: THE PERCEPTION OF MULTIPROFESSIONAL RESIDENTS FROM PRMAPS ABOUT THE DEVELOPMENT OF THE NATIONAL BASIC CARE POLICY IN THE PARAÍBAS’S COUNTRYSIDE

The Multiprofessional Internship Programs in the health area, were created by Amendment nº 2.117, on 03 of November of 2005, in complement of the law nº 11.129 from 30 of June of the same year. The training process that’s ensuing, has been working in the perspective of consolidating and bringing forward the organizational principles of the Sistema Único de Saúde, providing professional qualification inside the perspective of rights, even in a scenario of intense state reforms. That way, the aim of the present research, is give rise to a brief characterization of the residents interviewed, while trying to comprehend how these professionals perceive the experiences they have been through in the practicing scenario, related to the conduct of the National Basic Care Policy, while promoting the practices of right or benefit. Henceforth, for us to give concreteness to the study, a field research was conducted, of qualitative nature and descriptive character, in order to interpret the elements that guide the treated subject, in addition to making a bibliographic study related to the themes addressed. The interview, of the structured type, was realized with the residents of the classes of 2021.1-2022.1, totalizing 26 interviewees. The research shows that in spite of the challenges posed by the practices of benefit and patronage in the practicing scenarios, the residents were able to comprehend the importance of the realized interventions with the Brazilian National Basic Care Policy must follow the line of enabling and guaranteeing of rights.
