The clash between the concepts of growth and economic development, sustainable development and human development, associated with public policies for improvements in the offer of goods and services, such as universal education, access to health, structural improvements in cities (sanitation, urbanization and mobility), were themes that made up the countries' agendas in the second half of the 20th century and the beginning of the 21st century. For this purpose, the construction of educating and intelligent cities has been a worldwide trend, albeit little implemented, since it basic principles of development and sustainability.
