The present paper portrays a theme that is currently evidenced in society in an ineffective way, where the focus is merely on the concern only with the need to punish the adolescent offender. Thus, this article aims to discuss and explain the possible influences of family, society and especially the State on the behavior of adolescent offenders, in order to understand the real reasons why adolescents are entering the world of crime at an increasingly younger age. The research is divided into three chapters. Initially, a brief historical evolution of adolescent development and the influence of transmitted values is presented. The second chapter deals with how the State dealt with adolescents, who were individuals without rights and guarantees, and later on how adolescents became subjects of rights after the ECA was created. Finally, the third chapter discusses the conceptualization of abandonment in the face of omissions by the State, the family and society. The article consists of a bibliographic and documental review, based on the investigative and qualitative technique, once we seek to analyze the ineffectiveness of the ECA, facing abandonment, as a fact that provokes the insertion of the adolescent into criminality, as well as to explain its origin, consequences, and to reflect on its legal treatment, in order to deepen the knowledge of this increasingly daily reality. It is hoped that this research will make it possible to analyze essential points about adolescents and their respective offenses.
