STATE PUBLIC MANAGEMENT: STAGES OF THE CONTRACTUAL MANAGEMENT PROCESS WITH ASSOCIATIONS AND COOPERATIVES IN THE USE OF PUBLIC PROPERTY BELONGING TO THE STATE OF MARANHÃO

Abstract

The main objective of the work is to show the stages of the administrative process on the assignment of use of public property by non-profit associations, which constitutes an important mechanism for a good functioning that the Government of the State of Maranhão has placed itself to the willingness to assist these institutions that lack welcoming support, constituting welcoming. These steps follow a step by step until reaching the conclusion that finalizes the progress of the administrative process. Associations and Cooperatives are privileged because, welcomed by the State Government, they are developing their functions in society. As normative, the article presents the basic foundations that establish the rules to be obeyed through Federal Laws, State Decree and Internal Norms that are obeyed under the contractual regime. The methods used are supported precisely in the entire contractual management process, which cover the regulation, standardization and standardization established in the terms of assignment of use of real estate belonging to the State Government. The steps in the management of this contractual administrative process between the Government of the State of Maranhão and the institutions in the use of public real estate assets have important results that are welcomed by these institutions, adding important values ​​for urban associations, currently the State has about 13 (thirteen) Associations and 01 (Cooperative) with contracts signed through a Term of Assignment of Use of Free Property, where the respective institutions will be presented throughout the work.
