The need to develop this research arises from questions raised from the work carried out in the public health network. It is necessary to understand the construction process and the determinations of Brazilian public health. According to the Brazilian Federal Constitution, health is everyone's right and the state's duty to guarantee it to all spheres of the population. For the World Health Organization, “Health is a state of complete physical, mental and social well-being and not merely the absence of disease. Based on the relationship established between social organization and the health of human beings, we intend to defend that health goes through a process of social determination, with the physical and mental dimensions being directly shaped by the social arrangement in which the individual is inserted. As health policies are part of the public system and, therefore, an integral part of the State, they are directly influenced by the contradictions that permeate the organization of society and serve the interests of perpetuating the exploitation of the workforce and the condition of apparent neutrality of the State. . We do not want to criticize the private for the benefit of the public but show that public and private coexist due to a structural issue of capital.
